About the Founder

Andy Davis — nearly 30 years at the intersection of business, government, and community.

Andy Davis, founder of Overland Strategies

Overland Strategies is led by Andy Davis, a senior government affairs and economic development leader. Andy's career spans leadership roles in Washington, D.C., consulting, and industry — giving him a broad and practical understanding of how decisions are made and how complex initiatives move forward.

Capitol Hill

Andy began his career on Capitol Hill, spending nearly a decade in the U.S. Senate in senior communications roles — including serving as Communications Director for U.S. Senator Ernest F. Hollings and as the Senate Commerce Committee's spokesman during a period that included the Enron investigation and the development of post-9/11 aviation security legislation.

He also served on the communications team of U.S. Senate Minority Leader Tom Daschle and, in 2004, as Communications Director and Senate spokesman for U.S. Senator John Kerry during his presidential campaign.

Consulting & Industry

After earning his MBA from the University of Michigan's Ross School of Business, Andy moved into consulting and industry roles focused on the intersection of policy, business strategy, and market development — first advising clean energy companies in Washington, and later serving in-house at Molycorp, where he helped elevate national attention to critical materials and accelerate key federal permitting efforts.

Comcast — 12 Years of Local Government Affairs

Most recently, Andy spent 12 years at Comcast as Director of Regulatory and Government Affairs, leading local government affairs, economic development, and community engagement across Denver's west metro area, mountain communities, and the Boulder corridor.

In this role, he worked closely with mayors, city councils and staff, economic development organizations, and community leaders to support large-scale broadband infrastructure expansion and align company investments with local priorities. His work included:

  • Negotiating franchise agreements with more than 40 municipalities
  • Guiding projects involving hundreds of millions of dollars in capital investment through complex local environments
  • Fostering and facilitating communication between construction/engineering teams and municipal public works departments
  • Building and executing stakeholder engagement and communications strategies to engage and inform impacted communities

Andy is also a recipient of Comcast's Circle of Success Award — the company's highest honor.

Colorado Roots and Community Connections

Andy is a Colorado native and a graduate of the University of Colorado at Boulder. After nearly 16 years in Washington, D.C., he returned to Colorado to build his life and career, and to have an impact on his home state.

Most recently, Andy served on the Executive Committee of the Metro Denver Economic Development Corporation, on the Board of Directors of the Jefferson County Economic Development Corporation, and is a past-President of the Lower Downtown Neighborhood Association (LoDoNA).

Andy is a graduate of three Denver Metro Chamber Leadership Foundation programs—Impact Denver, Leadership Denver, and Leadership Fellows—representing more than a decade of sustained investment in Colorado's civic and business community.

Across each of these roles, Andy has built a reputation as a trusted advisor to senior business and government leaders — someone who can translate complex external dynamics into clear strategic direction and help organizations move forward effectively.
